But I don’t mind the haircut. It helps that as far as haircuts go, it isn’t distinctly modern, but sort of timeless and he could have sported it in CATFA, and for a soldier, it was possibly more likely.

I do hope his dress sense is still old fashioned, though.

The character was last seen in American custody at the end of Captain America: The First Avenger. It’s unclear how he, or Winter Soldier for that matter, managed to avoid aging. But you’ll recall that Zola was doing experiments on the POWs (and only Bucky Barnes appeared to have survived, thanks to Steve Rogers showing up in time) during the first film. So that might be significant.
